The Workforce Development Board of South Central Wisconsin (WDBSCW) is seeking proposals from qualified organizations to deliver WIOA Title I‑B Adult, Dislocated Worker, and Youth services across the region, which includes Columbia, Dane, Dodge, Marquette, Jefferson, and Sauk Counties.
This opportunity is intended for organizations with the capacity, experience, and community partnerships necessary to provide high‑quality, year‑round workforce services to both jobseekers and businesses. Selected provider(s) will be responsible for engaging employers to understand and support regional talent needs, while also delivering WIOA services that help individuals pursue economic self‑sufficiency, career advancement, and long‑term employment success.
The WDBSCW is seeking partners committed to collaboration, service excellence, and innovative approaches that strengthen the workforce ecosystem throughout the south‑central region.

The Workforce Development Board of South Central Wisconsin (WDBSCW) is accepting proposals from qualified organizations to serve as the WIOA Title I‑B One‑Stop Operator for the south‑central region. The selected organization will coordinate the service delivery of required One‑Stop partners across Columbia, Dane, Dodge, Marquette, Jefferson, and Sauk Counties, ensuring that the workforce system operates efficiently, collaboratively, and in alignment with WIOA regulations.
This opportunity is designed for organizations with the capacity, administrative expertise, and regional partnerships needed to manage One‑Stop operations, facilitate partner collaboration, and support a seamless service experience for jobseekers and employers. The chosen Operator will be responsible for system coordination—not direct service delivery—including convening partners, supporting continuous improvement, and ensuring accessibility and compliance across the One‑Stop network.
