Wisconsin Pathways Home 4 (WPH4X) is a locally led initiative funded by the U.S. Department of Labor’s Pathway Home 4 grant. This program is designed to help incarcerated individuals successfully transition into the workforce by providing career-focused services before and after release.
National Purpose
The Pathway Home 4 grant program aims to eliminate the gap between incarceration and employment. By offering job readiness support while individuals are still in correctional facilities—and continuing that support after release—this initiative promotes fair access to employment for people facing significant barriers to reentry. It’s part of a broader national effort to reduce recidivism and build stronger, more inclusive communities.

Wisconsin Pathways Home 4 expands on this mission with innovative, community-based solutions tailored to our state’s needs. Through career coaching, skills training, and strong employer partnerships, WPH4X equips participants with the tools they need to succeed in high-demand industries.
Key Features
Pre- and post-release career services delivered by trained career coaches
Home-based incarceration options that allow eligible individuals to begin training while serving their sentence at home under GPS monitoring
Virtual and mail-based support for facilities with limited internet access
Day-of-release appointments to ensure immediate connection to services
Training in high-demand industries like construction, manufacturing, transportation, and retail/hospitality
Access to Wisconsin’s Eligible Training Provider List (ETPL) for post-release education and apprenticeships
Supportive services and wraparound care, including referrals for housing, food assistance, transportation, legal aid, and additional job training needs
Eligibility
To participate in Wisconsin Pathways Home 4, individuals must:
Be incarcerated in a Wisconsin Department of Corrections institution, county jail, or authorized Huber facility
Be scheduled for release within 20 to 270 days
Plan to return to a community served by the program
Be eligible to work in the United States
Be willing to engage in career services and training before and after release
